Cégep Heritage College is located in Gatineau, Québec, next to the National Capital Region’s Gatineau Park. It is the region’s only public, tuition-free, English-language college, offering innovative and personalized instruction across 19 Career, Pre-University and Continuing Education programs in its modern, state-of-the-art facilities. MANDATE
Reporting to the Director General, and working closely with all department manager, the Director of Information Systems and Technology (IST) is responsible for the management of all computing technology, information systems and related hardware and software. This includes but is not limited to college-wide guardianship as well as planning, organization, direction, control, and evaluation. In addition, the Director is responsible for fulfilling a number of external requests at ministerial and inter-collegial levels.

In addition to the physical resources, the Director of Information Systems and Technology will oversee a team of thirteen (13), consisting of a Computer Services Coordinator, two (2) analysts and ten (10) support staff employees. The Director of Information Systems and Technology works closely with all other members of the senior management team. As the leader of IST, the director will have a ‘service orientation’ requiring her or him to listen, educate, facilitate change management, and guide members of the College community.

The Director of Information Systems and Technology exercises his or her functions more specifically in the following areas:

  • The development and implementation of the Information Technology roadmap.
  • Operation and maintenance of systems, servers, and cloud services.
  • Maintenance of computers, peripheral devices, operating systems, and related software.
  • Telecommunications (intranet networks, Internet, VPN).
  • User support: information, troubleshooting, support.
  • Establishment and implementation of cybersecurity processes and guidelines. Reports directly to the MCN (Ministère de la Cybersécurité et du Numérique) with regards to information security.
  • Promotes the Digital Transformation across all Services at the College and reports to the MES (Ministère de l’Éducation Supérieure) on the progress college-wide.

FUNCTIONS
The Director of Information Systems and Technology will:

  • Ensure the security of both the information systems and the physical and virtual network infrastructure in the College.
  • Maintain effective communication channels with all stakeholder groups at the College community (students, faculty, and non-teaching staff).
  • Develop and promote effective collaboration between IST and other College departments and services.
  • In collaboration with the academic sector, provide stability and resourceful technological leadership to support teaching and learning across the College.
  • Participate in the preparation of the College Strategic Plan and Policies.
  • Represent the College both internally and externally on committees related to his or her sector of activities.
  • Participate in the development of pertinent policies and ensure that all laws, policies, procedures and regulations that are related to his or her sector of activities are respected.
  • Provide management information systems to support the essential mission of the College (data management systems, Student Information System, registration, records, scheduling, Web hardware and software, etc.) along with information systems to support the administrative operations of the College (finance, purchasing, payroll, HR, etc.).
  • Analyze and anticipate new technology and information systems requirements and computer hardware needs for the College.
  • Lead the long-term planning process for information systems in the College as well as the on-going planning and scheduling of information technology hardware updates and replacements.
  • Act as resource person for the Board of Governors and the Executive Committee on all matters concerning Information Systems and Technology and related external contracts.
  • Establish and maintain appropriate relations with other external agencies such as the Fédération des cégeps and suppliers of third-party software and information technology resources, such as RISQ, Skytech, etc.
  • Manage the Service’s budget.
  • Be a member of the Senior Management team.
  • Performs any other related duties.

SALARY RANGE:
Salary and other benefits commensurate with the Regulation respecting certain conditions of employment of senior staff of general and vocational colleges for a Class 8 position with a salary scale ranging from a minimum of $89,987 to a maximum of $119,980 per year.

 

MINIMUM QUALIFICATIONS

  • Education A minimum of a Bachelor’s degree in computer science or in an appropriate discipline.
  • Experience Seven (7) years of relevant experience, including (3) years of relevant IT security management experience, ideally in a unionized and/or educational milieu while fulfilling a senior management position.
  • Other Excellent communication skills in both French and English are required.

  • Demonstrate an understanding of and a commitment to the educational process, pedagogical requirements and student success within a college environment.
